Lula bid derailed by 'dossier affair'

All other things being equal, this election should have been over by now.

For weeks, President Luiz Inacio Lula da Silva enjoyed a huge poll lead, which signalled a comfortable win in Sunday's first round of voting.

During the campaign he was genuinely able to boast of low inflation, rising wages and falling poverty.

But in a remarkable last-minute turnaround, Lula fell short of the 50% that would have secured outright victory.

Now, he faces an uncertain second phase of campaigning against an opponent oozing momentum.

Friend and foe alike would agree that the election hinged on the "dossier affair", in which Lula's Workers Party (PT) was accused of trying to spend $800,000 on a dossier of corruption allegations against political rivals, including the president's main challenger, Geraldo Alckmin.

The cash was seized when the police arrested two men with links to the PT on 15 September.

Newspapers printed front-page photographs of the haul - the origins of which have not been explained by the party.

Although President Lula moved quickly to contain the damage by sacking his campaign manager, the affair heralded a dip in his commanding poll lead.

Brazil's electoral court opened an investigation, and last Thursday Lula chose not appear in a final televised debate between the candidates.

In retrospect, that looks to have been a huge tactical error, for it was only after the debate that Lula's support sank below the crucial 50% threshold.

Own goals

The PT has grumbled of a conspiracy between the opposition, the media and even the police, who it appears may have passed the photographs of the seized cash to journalists.

But the brutal truth is that, as the campaign moved into stoppage time, the PT scored several spectacular own goals.

Just as memories were fading of last year's cash-for-votes scandal, the party single-handedly revived corruption as a campaign issue.

And by not showing up for the debate, Lula compounded impressions of a governing party unwilling to account for its actions.

In stark contrast to Lula, Mr Alckmin will rightly view Sunday's result as a triumph.

Few commentators had given him much chance of pushing the contest to a second round, but his showing of 41.6% puts him within striking distance of the president.

During the campaign, Mr Alckmin was criticised for being professorial and a little wooden, but with the corruption claims flying, his calm demeanour may have become an asset - reassuring an electorate tired of political fast-talkers.

Mr Alckmin's main support came from Brazil's more prosperous southern states and the central farm belt. In Sao Paulo, the most populous state, he trounced Lula - winning 54% to the president's 36%.

TV appeal

The challenge now is to broaden his appeal in Brazil's impoverished north-east, where voters overwhelmingly backed the president.

Mr Alckmin must also galvanise support within his intrigue-ridden Brazilian Social Democratic Party, where heavyweight figures had already been looking ahead to the next election in 2010.

As the campaign moves into a second and decisive phase, three factors are sure to influence the result.

First, the TSE will continue its investigation into the dossier affair. If Lula is quickly exonerated, he can move forward with his head held high; if not, the scandal will remain the biggest obstacle to his re-election

Second, bear in mind that 10% of the electorate did not vote for either Lula or Mr Alckmin, so both men will seek the endorsement of other, defeated first-round candidates.

Third and fourth-placed respectively were Heloisa Helena and Cristovam Buarque, both of whom are former members of the PT. But their support for Lula is by no means guaranteed.

Finally, there will be more television debates, and this time Lula will not leave an empty chair to represent him.

In a country where candidates' personal appeal to voters really counts, television can make or break elections.

Brazilians will rightly expect to see both men debating this country's future head-to-head.

Brazil mourns air crash victims

Brazilian President Luis Inacio Lula da Silva has declared three days of national mourning after the crash of a passenger plane with 155 people aboard.

There is no sign of survivors at the crash site in the Amazonian state of Mato Grosso, the air force said.

Soldiers dropped into the remote area have been clearing dense vegetation so that helicopters can land.

The Boeing 737 was flying from Manaus to the capital, Brasilia, when it vanished from radar screens on Friday.

Aviation officials are investigating the possibility that it collided with a smaller plane.

If no survivors are found, Friday's crash would become the worst air disaster in Brazil's history.

The plane was operated by the budget airline Gol.

"It would be very difficult for anyone to survive such a crash," Jose Carlos Pereira, president of the Brazilian airport authority, told journalists.

"Our experience shows that when one cannot find the fuselage relatively intact and when the wreckage is concentrated in a relatively small area, the chances of finding any survivors are practically non-existent," he added.

However, authorities say they have not given up hope and will continue a search of the site at first light on Sunday.

A Gol airline statement state said the wreckage had been found 30 km (19 miles) north of the town of Peixoto Azevedo.

It took rescuers more than 20 hours to reach the site.

Dozens of anxious relatives and friends of those missing have gathered at airports in Brasilia, Rio de Janeiro and Manaus, seeking information about their loved ones.

Initial reports said the airliner collided with a smaller private plane, but aviation officials now say this cannot be confirmed.

It had been scheduled to fly on to Rio de Janeiro from Brasilia.

Gol has expanded rapidly in recent years to become Brazil's number two carrier.

This is the first major crash involving Gol, which was founded in 2001.

Gol says the plane involved was new, having come into service this month.

SAO PAULO, Brazil (CNN) -- Rescuers on Saturday reached the wreckage of a Brazilian airliner that crashed a day earlier in the Amazon's dense rainforest, an official told Brazilian media outlets. There were no survivors.

Jose Carlose Pereira, president of Infraera, the organization governing Brazilian airports, told reporters that none of the 155 people on board Gol Airlines Flight 1907 survived, local media reported.

It is the deadliest air crash in Brazil's history, according to The Associated Press.

After a grueling overnight search, air force pilots spotted pieces of the airliner about 20 miles (30 kilometers) from the city of Peixoto de Azevedo, Gol Airlines said.

Brazil's defense minister and airport officials said the plane may have clipped a corporate jet before crashing into the jungle. Brazilian authorities had first believed the planes collided, but then backed off that explanation. (Watch families desperate for news -- 1:20 Video)

The corporate jet, a Legacy 600 made by Embraer, safely landed in Cachimbo. Its pilot reported seeing, "out of nowhere, a large shadow" passing his plane, clipping his wing, and forcing an emergency landing, said Defense Minister Waldir Pires.

Embraer said it would cooperate in the investigation and offered sympathy to victims' families.

Gol Airlines Flight 1907 was traveling at nearly 500 kph (310 mph) when it slammed into the ground, Pereira said, according to AP.

"When one cannot find the fuselage relatively intact and when the wreckage is concentrated in a relatively small area, the chances of finding any survivors are practically nonexistent," AP quoted Pereira as saying.

Helicopters lowered emergency crews by rope, so they could cut down trees for access to the site, Pereira said, according to AP.

The plane was heading from Manaus to Brasilia, and was set to land at 6:12 p.m. (5:12 p.m. ET) Friday before going on to Rio de Janeiro and Sao Paolo, a spokesman for Brazilian civil aviation said.

It was last heard from at 5 p.m. (4 p.m. ET), officials said.

The plane disappeared from radar screens while over military-controlled airspace, the civil aviation spokesman said.

The aircraft was new, with only 200 hours of flying time, and had just been received from the manufacturer on September 12, a Gol statement said.

Gol is the fastest-growing airline in South America and was launched in January 2001 as the first low-fare airline in Brazil.

The site of the crash is in the same region where Varig Flight 254 crashed in September 1989. Thirteen people died in that crash; 42 survived.

Until Saturday, Brazil's worst air accident was the crash of a Vasp 727 in the northeastern city of Fortaleza in 1982, which killed 137 people, AP reported.
